MEMORANDUM OF INSTRUCTION
SUBJECT: Tenth Annual Volunteer Drill Meet SOP
1. Reference. US Army publication FM 22-5, Drill and Ceremonies dated December 1986, is the primary reference and sole authority for Armed, IDR and color guard competition during this drill meet.
2. General. The University of Tennessee-Knoxville (UT-K) hosts its Tenth Annual Volunteer Drill Meet on 27 March 2004 in the Stokely Athletics Center on the UT-K campus. The competition is scheduled to run from 0730 to 1900 hours. Stokely Athletics Center will be open at 0600 for inprocessing.
3. Specific. There are seven general categories of competition:
a. Heavy Armed Platoon Regulation/Heavy Armed Squad Regulation
b. Light Armed Platoon Regulation/Light Armed Squad Regulation
c. Exhibition Squad/Exhibition Platoon
d. Color Guard
e. Exhibition Individual/Exhibition Dual
f. Knockout
g. Overall Winner Heavy/Overall Winner Light
As a result of two divisions(Heavy and Light), you may only enter two teams in the heavy or two teams in the light category. If you desire to enter a team in both categories you will have to pay a second entry fee.
Each school may enter up to five cadets for exhibition individuals. There is no limit on the number of cadets that may enter the knockout competition. The knockout competition fee of $1.00 will be collected as cadets enter the competition area.
These rules will be strictly enforced.
4. Concept of the Operation. The Drill Meet runs from 0730 until completion (approximately 1900 hours). The team captains inbrief begins at 0700 hours. Units will receive an initial sequence roster two weeks prior to the competition for platoon and squad events. Designated areas will be established for color guard, and individual/dual competitions. Once all other events are concluded, the Knockout Competition will be announced and conducted. The Award ceremony will be held after completion of all competition.

5. Judges and Scores
a. Members of UT-K ROTC Instructor Group, and US ARMY Drill Sergeants will provide judges. Judges will not be rotated during an event.
b. Scores will be posted once verified and tabulated by the scoring OIC. Category winners will not be formerly announced until the awards ceremony at the end of the day.
c. Scoring materials may only be handled by the judges and the scoring officials. Sample score sheets are enclosed with this MOI.
d. The University of Tennessee-Knoxville, Professor of Military Science and Tactics will review all disputes and problems with scoring and/or judging.
6. Awards. There are three categories of awards: Certificate/Ribbon, Trophies, and medallions.
a. Certificate/Ribbon: All cadets competing in the UT-K Annual Volunteer Drill Meet will receive the University of Tennessee orange and white drill meet ribbon as part of their registration fee. This ribbon is not part of the Cadet Command “N” series, but may be worn by cadets as a special organization/activity ribbon. All cadets will also receive a certificate of participation from the University of Tennessee Army ROTC Department.
b. Trophies: Trophies will be awarded to winners in the following categories at the end of the drill meet. First, second, and third place trophies: Heavy Armed Platoon Regulation, Light Armed Platoon Regulation, Heavy Armed Squad Regulation, Light Armed Squad Regulation, Exhibition Squad, Exhibition Platoon, and Color Guard. Trophies will also be awarded for the following: Overall Winner Heavy, and Overall Winner Light.
c. Medallions will be awarded to winners in the following categories at the end of the drill meet. First, second, and third place medallions: Exhibition Dual, Exhibition Individual, and IDR Knockout.
7. Security and Administrative Control. Each JROTC Team Advisor is responsible for providing and securing the required number of weapons for their school. Team Advisors are also responsible for the conduct of team members at all times.
8. Regulations, Scoring and Penalties. The following regulation and penalty policies will be enforced during the drill meet:
a. Boundary violations result in a 5-point deduction per individual.
b. One point will be deducted per second over or under the established time limit.
c. A team may be disqualified or have a 25 point penalty imposed for unsportsmanlike conduct or conduct unbecoming a Junior ROTC Cadet. This penalty also applies to cadre and coaches.
d. Twenty-five points will be deducted for a team failing to appear as scheduled or without prior coordination with the judges.

e. Scoring begins when the first cadet in the formation steps off, and ends when the last cadet in the
formation marches off the floor.
f. The event head judge will be the only person authorized to assess penalty points for boundary
violations, failure to report in, and time limits.
g. Commands given out of sequence will result in a 5-point deduction per violation.
h. Ten points will be deducted for every dropped weapon and/or dropped uniform pieces (e.g. ribbons, medals, covers, etc.). A dropped weapon is a weapon that strikes the drill floor before being caught by the cadet. It is not considered dropped if a cadet catches a rifle and then has either end of the rifle strike the drill floor due to weight and/or inertia of the weapon.
i. Cadet Commanders not reporting in before starting competition will receive a 20-point deduction.
j. In choosing an exhibition event uniform, teams should be aware that the event is judged by military personnel with many years of military experience. Dressing in a less than-military fashion will negatively impact the scores the unit receives. UT-K will entertain NO COMPLAINTS about harsh scoring of teams who set the tone for their performance with sloppy or non-military exhibition uniforms.
k. Given that a large portion of the skill in the Color Guard and Regulation Drill competition is marching in cadence (with appropriate penalty deductions for improper cadence), it should be noted that teams are not allowed to sing or otherwise generate any sounds for the purpose of maintaining proper cadence. Any team found doing so would receive the maximum cadence penalty allowed.
l. The standard cadence for Regulation Drill and Color Guard Drill is 118 to 122 steps per minute. In Exhibition Drill the cadence is left up to the discretion of the performing team.
m. A 30-inch step is mandatory during the bulk of Regulation Drill and Color Guard Drill in both divisions at the Volunteer Drill Meet. Teams should practice and closely review the use of the 30-inch step. Teams who deviate significantly from this 30-inch step will be marked down anywhere from 1-15 points by (JUDGES DISCRETION).
n. No bayonets, handguns (demilitarized or otherwise), special effects, music or musical instruments, (bugles, drums…ANY musical instrument), or pyrotechnics are allowed to be use or carried by anyone at the competition. Additionally, no horns, whistles, or any other artificial noise-making devices may be used inside Stokely Athletics Center or Hyper Gym by anyone at anytime. Inside these areas sound travels easily. While we understand every ones enthusiasm for their teams, please keep applause and cheers to a minimum so other teams on the floor are not inhibited. It is common practice by many teams to have spectators deliver signals to let their unit on the floor know they are approaching their performance time limit. This is not prohibited by the Volunteer Drill Meet so long as the guidelines above on whistles and other artificial noise-making devices are followed. Teams failing to follow rules shown previously may be removed from the event.
o. Should a weapon break or become unusable during a performance at the Volunteer Drill Meet, a back-up weapon may be given to the cadet. The weapon hand-off will be made only by the performing cadet leaving the formation, moving to the boundary, exchanging the broken weapon (HANDED, NOT THROWN) to the cadet by someone outside the competition area. He/she will then rejoin the formation and continue their performance. No additional time will be allowed for such an occurrence.

9. Registration.
a. The registration sheet listing what events you are participating in must be received at UT by 12 February 2004. Extensions may be granted on a case by case basis. Please remember that the first 20 schools to register and pay will be admitted to the drill meet. Since the number of schools will be limited to 20, it would be to your advantage to send your registration and fees as early as possible. A welcome booth will be located in the west entrance to Stokely Athletics Center. All teams must sign in at the booth prior to competing (See map enclosure).
b. Make checks payable to the ROCKY TOP FUND. A by name list of students who will participate in the competition must be enclosed with your payment. This list will be utilized to prepare certificates for all cadets.
10. Team Composition.
a. Platoon sizes for regulation will be 12 cadets plus a cadet commander. Platoon exhibition may range between 13 and 31 cadets, plus the cadet commander. Guidon bearer is optional.
b. Squad sizes may range between 8 and 11 cadets, plus the cadet commander.
c. Color Guards will consist of four soldiers, two rifles and two flags. The commander is included as part of the four soldiers.
11. Miscellaneous.
a. All Color Guards must carry the United States Flag as one of its colors.
b. The team commander must be armed with the same weapon as the team for all Armed Competitions. The commander may be at sling arms. A rifle or sabre may be carried by the commander during exhibition drill. If the commander chooses to carry a saber or sword it is not allowed for this weapon to leave the commander’s hand at any time upon entering the drill floor. (This prevents any attempt at flipping or tossing the weapon).
c. When reporting in, the team commander must request permission to begin the competition. There is no requirement to request permission to leave or report out.
d. The weight requirement and regulations for heavy weapons categories are as follows:
1) A weapon must weigh a minimum of 8 ½ lbs in order to be considered heavy.
2) A weapon must be demilitarized by leading the barrel or removing the firing pin.
e. The weight requirements and regulations for light weapons categories are as follows:
1) A weapon competing in the light category has to weigh less than 8 ½ lbs.
2) A weapon must be demilitarized by leading the barrel or removing the firing pin.
IMPORTANT NOTE
Judges may visually inspect & hand-weigh one cadet’s weapon at random in the event ready area just before armed events.

12. Armed Competitions.
a. All members of the platoon must be in the formation during the competition except for the commander.
b. Upon arriving at the designated reporting in spot (3 steps in front of and centered on the head judge), the Drill Team Commander faces the unit toward the judge and reports: SIR/SERGEANT,
NAME OF SCHOOL REQUESTS PERMISSION TO BEGIN COMPETITION. If a school has more than one team competing in that event the commander will report with: SIR/SERGEANT, NAME OF SCHOOL TEAM # REQUESTS PERMISSION TO BEGIN COMPETITION. Again, there is no requirement to request permission to leave.
c. IDR Knockout.
1) IDR Knockout is open to all cadets.
2) IDR Knockout will be conducted with and without weapons ( separate events). No weapons other than rifles are allowed in knockout. Uniform for knockout is at the discretion of the Team Advisor.
3) During knockout all judge’s decisions are considered final. Good or bad decisions are FINAL! No explanation will be offered nor required for knockouts until only five cadets are remaining. All cadets are expected to immediately proceed to the sidelines or stands once eliminated.
4) Awards will be given to the top three cadets. Results of the IDR Knockout do not count toward the teams’ overall point value.
5) Knockout commands will be given in clear, understandable language. However, a few commands will be given which either can not be executed from the position issued or is a two-part command with only the first part of the command given. The intent of the knockout is not trickery, but to emphasize precision, individual expertise, and correct execution of movements.
6) Upon being knocked out, any cadet who refuses to leave the floor immediately may be the cause for that cadet’s entire team on the floor to be eliminated from the knockout competition. Cadets are expected to maintain their military bearing while leaving the floor. Cadets and spectators in the audience are expected to maintain exemplary behavior during knockouts, keeping noise and commentary to an absolute minimum so that the knockout competition may be conducted without distractions.
7) Teams should understand that the knockout drill is highly subjective. Oftentimes, winners are crowned as much by good fortune as by talent. Individuals wishing to discuss specific knockout cases are encouraged to do so AFTER the event is completed to be fair to the cadets remaining on the drill floor. No discussion will take place during the knockout drill about anything relating to the competition itself.
13. Exhibition Drill Competitions.
a. Weapons are required for all exhibition competitions.
b. There is no gender requirement for exhibition dual. Mixed dual teams are acceptable.
c. Dual/Individual exhibitions must last at least two minutes, but no more than three minutes.
d. Platoon and squad exhibitions must last at least six minutes, but no more than nine minutes.

14. Heavy/Light Division Overall Winners. The Overall Winner is defined as the school with the highest number of cumulative points in all categories. In categories where a school entered more than one team, the highest team score is used in the tabulation. There are 590 points attainable in the Heavy and 560 points in the Light Division. There is an additional 400 points available for Exhibition Platoon, Exhibition Squad, Exhibition Dual, and Exhibition Individual which do not count in the tabulation of the Overall Winners Trophy. To be eligible to compete in the Overall Category, a school must be entered in the following categories:

15. 15. Team Composition: Once a team is designated, a second team can not be formed using more than five members of the original team. Example: A school can not allow more than five students from its first team to participate on their second team!!!!!!!!!!!!
16. 16. COLOR GUARD: Each school is allowed to enter TWO color guards per school. Color Guard is not broken down by divisions.
17. Local Data. Local information about the Knoxville area is enclosed. Should this information be insufficient, contact the project officer for additional data. A concessions stand will operate in Stokely Athletics Center for the duration of the meet. A wide variety of merchandise will be on sale. Price list is included in this SOP.
18. Parking. The parking area for school buses will be located at lower Hudson Field (near the baseball field). Individuals will have to use the metered parking and other areas on campus. This is annotated on your map of the UT-K Campus.
19. Summary. The underlying theme for this entire drill meet is fairness in competition. All the judges are unbiased, so the burden of fairness falls back onto the competing school. Don’t let the raging spirit of competition detract from the fairness that must be maintained to keep this an honest event.
